Ottawa's Fence By-law (No. 2003-462) defines a fence as any "freestanding structure, wall or barrier other than a building" erected to mark a property's boundaries, restrict entry or exit, or protect the property. On residential property it limits these to 1 m in a front yard and 2.13 m in other yards, measured from grade at the base. Whether your wall counts depends on what it does and where it sits, so ask the City.
The City's hardscaping contractor licence (Licensing By-law No. 2002-189) covers hard landscaping features such as retaining walls, steps, walkways and patios, and excludes "pools, decks and fences". The by-law does not say where a freestanding garden wall falls, so ask the City whether your job needs the licence.
"Landscaping" is on the City's list of projects that do not need a building permit, though the work must still meet the Building Code and zoning. The City's landscaping advisory says landscape structures over 1 m high need a Part 4 design; ask whether that applies to your wall. The Code's mortar table lists type N or S for exterior non-loadbearing walls above ground.
